After being waken by a phone call at that morning the building engineer arrives at the building to find that the contractor working that night could not get into the electrical room for his demolition work. So he took the electrical wires and shorted them together to finish the work. He left 30 minutes ago and now the floor is reported to have no lights to the surrounding tenants. What is the problem? What steps would you take to solve the problem?

Well its always good to have the contractor advise you ahead of time what they will be doing and where they will need access too. Have them make an agenda that can be distributed to security and others in management. This way if they need access to certain rooms security can be advised before the scheduled work takes place thus avoiding these types of situation.
I believe when you have after hours work like this going on its always good to try and have your security department involve as much as possible. If you can have them doing hourly walk throughs or even standing by on site during the construction (this most likely will only happen when accessing or working in occupied spaces).
